The Dutch House of Representatives has passed a motion calling on the government to begin urgent discussions with the steel and aluminum sectors on the rising costs associated with the challenges of implementing the EU Carbon Boundary Regulation Mechanism (CBAM).

According to a statement from the Royal Netherlands Steel Federation, lawmakers have expressed concern that delays and operational restrictions in the CBAM system are forcing companies to pay for emissions that do not reflect their actual carbon footprint.

Lack of verifiers leads to overestimated emissions

A key issue highlighted by industry representatives is the lack of accredited emission verifiers. Due to limited verification capabilities, many Dutch companies have to rely on EU default emission values when compiling a carbon intensity report on imported materials.

In practice, these default values often significantly exceed the actual emissions generated during production. As a result, companies processing steel and aluminum in the Netherlands face unexpectedly high costs to comply with CBAM requirements.

The government has asked to study temporary national solutions

The parliamentary motion calls on the Dutch government to engage with the affected sectors and explore potential interim national solutions within four months.

The goal is to prevent excessive price increases and avoid creating an uneven competitive environment between EU producers and products imported from the EU. outside the block.

Industry groups warn of price uncertainty

The FME Technology Industry Association and the Royal Dutch Steel Federation have stressed that the problem requires swift action. Many manufacturers usually set prices for the following year during the summer period, which means that clarity on the costs associated with CBAM is needed soon to avoid supply chain disruptions and price volatility.

Both organizations stated that they are ready to work closely with the Dutch Ministry and their member companies to identify short-term national measures that could help mitigate unnecessary costs associated with CBAM. At the same time, they participate in discussions.
