The U.S. Department of Commerce (Commerce) confirmed its preliminary findings on December 19, 2025, finding that steel reinforcing bar (rebar) from Algeria was sold into the United States at less than fair value (LTFV).
After a lack of response from all parties involved, the Commerce Department determined that an estimated weighted average anti-dumping (AD) margin of 127.32 percent now exists as a final decision based on the investigation period from April 1, 2024 to March 31, 2025.
In December, the Department of Commerce published in the Federal Register its preliminary decision on the LTFV rebar investigation from Algeria, inviting the parties to comment.
On January 20, 2026, the plaintiff in the case, the Rebar Trade Action Coalition (RTAC), filed a brief statement of the case, calling on the Chamber of Commerce and Industry to continue to rely on the adverse facts, to determine the dumping margin of the non-compliant mandatory defendant, Tosyali Iron Steel Industry Algeria SPA (Tosyali), not to make any changes to the dumping margin determined in the Preliminary Determination for Tosyali and all other manufacturers and exporters.
No other party filed a case brief with respect to the Preliminary Determination, and no party filed rebuttal note. Because Commerce received no other substantive comments requiring consideration of changes, Commerce agrees with Complainant that no changes are required. As a result, the preliminary determination was accepted in this final
