The U.S. Department of Commerce (DOC) has issued an order imposing a countervailing duty (CVD) on reinforced concrete reinforcement (rebar) from Algeria following the March 27, 2026 positive final determination that countervailing subsidies are available to manufacturers and exporters of eligible products.
The net countervailing subsidy rate for Tosyali is 72.94 percent. Iron Steel Industry Algeria SPA, the only obligatory defendant, and 72.94 percent of all others. The rate is based on the available facts with negative findings because Tosali did not participate in the investigation.
Because the US Trade Representative determined that Algeria was not a Subsidies Agreement country, no determination of material damages by the US International Trade Commission was required. The ITC completed its investigation on May 18, 2026, at which time the Department of Justice issued this order.
The CVD Order is effective July 6, 2026, and was published in the Federal Register on the same date.
