The U.S. Department of Commerce (DOE) has announced the preliminary results of the administrative review of the countervailing Duty (CCC) of Togo on large diameter welded pipes (LDWP) from South Korea for the period from January 1, 2024 to December 31, 2024.
the doctor has tentatively established that the subsidies are contravailable have been provided by LDWP manufacturers and exporters from South Korea throughout the review period.
the DOC preliminarily determined a net compensation subsidy rate of 1.00% for Hyundai Steel Pipe Co., Ltd. (HSP) and 0.27% (minimum) for SeAH Steel Corporation.
Nine companies that failed individual verification received a coefficient of 1.00 percent, including AJU Besteel Co., Ltd., Chang Won Bending Co., Ltd., Dong Yang Steel Pipe Co., Ltd., EEW Korea Co., Ltd., Histeel Co., Ltd., Husteel Co., Ltd., Hyundai RB Co., Ltd. (Shinchang Construction Co., Ltd.), Hyundai Steel Company and Nexteel Co., Ltd.
The rate for all others, set in the initial study, remains at 9.29 percent. In addition, the DOC cancelled this review in respect of 16 companies whose review requests were either withdrawn or who did not have records of the relevant products available for review during the review period.
The relevant products are listed in the subheadings 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000, 7305.31.6090, 7305.39.1000, and 7305.39.5000 of the United States Harmonized Tariff System (HTSUS).
The final results are expected to be published within 120 days. days from the date of publication of the preliminary results.
