The U.S. Department of Commerce (DOC) issued a final positive opinion on the results of the investigation regarding countervailing duties (CVD) on reinforced concrete reinforcement from Vietnam, finding that countervailing subsidies are provided to manufacturers and exporters of reinforcement from Vietnam during the investigation period from January 1, December 2024 and December 31, 2024.
The document determined a net compensation subsidy rate of 6.80 percent for Hoa Phat Group and 6.80 percent for all other Vietnamese exporters.
The relevant products are listed in subheadings 7213.10.0000, 7214.20.0000 and 7228.30.8010 of the United States Harmonized Tariff Schedule (HTSUS).
The CVD investigation was launched on June 30, 2025, in response to a petition filed by the Rebar Trade Action Coalition. The final decision was published in the Federal Register on July 30, 2026. If the U.S. International Trade Commission (ITC) issues a final positive opinion on harm to health, the DOC will issue a CVD order.
