The U.S. Department of Commerce (DOC) has issued a final positive opinion in the framework of the investigation into anti-dumping duties on reinforced concrete rebar from Bulgaria, finding that rebar from Bulgaria was sold in the United States at a price below fair value during the investigation period from April 1, 2024 to March 31, 2025.
The document determined a weighted average dumping margin of 53.27 percent for Promet Steel JSC and 53.27 percent for all other Bulgarian exporters.
The relevant products are listed in subheadings 7213.10.0000, 7214.20.0000 and 7228.30.8010 of the United States Harmonized Tariff Schedule (HTSUS).
The same Advertising Investigation was launched on June 30, 2025, in response to a petition filed by the Rebar Trade Action Coalition. The final decision was published in the Federal Register on July 30, 2026. If the U.S. International Trade Commission (ITC) issues a final positive opinion on the damage, the DOC will issue an advertising order.
