The US Department of Commerce (DOC) has announced the final results of the accelerated fifth stage of the review of applications for anti-dumping duties (AD) on certain carbon steel sheets (CTL) from China and Russia.
DOC has determined that the recall of orders is likely to lead to continued or repeated dumping.
As a result, DOC continues to accept advertising orders. The weighted average dumping margin is 128.59% for China and 185.00% for Russia.
The Commission conducted an expedited review after it received no substantive response from any interested respondent. Substantive responses were provided by Cleveland-Cliffs Inc., Nucor Corporation, and SSAB Enterprises LLC.
The final results were published in the Federal Register on October 5, 2026
