The Eurasian Economic Commission (EEC), the executive body of the Eurasian Economic Union (EAEU), which includes Belarus, Kazakhstan, Kyrgyzstan, Russia and Armenia, initiated a special protective investigation into tinplate imported into the customs territory of the EAEU.
The investigation was launched at the request of the Belarusian LLC Metal Rolling Company, which was supported by the Russian Magnitogorsk metallurgical plant (MMK). According to the EEC, the companies that supported the complaint accounted for more than 50 percent of tinplate production in the EAEU in 2023-2025.
A sharp increase in imports was cited as the cause of the damage
According to the information presented in the application reviewed by the EEC, imports of tinplate into the EAEU increased significantly in the period from 2023 to 2025. The total volume of imports increased. During the same period, the share of imports in the consumption of tin plate of the EAEU increased by 27 percent, including 49 percent in 2025 compared to 2024.

The EEC said that the increase in imports at lower prices did not allow domestic producers to raise prices in accordance with rising production costs, which led to a deterioration in their financial performance.
