Ukrainian steel pipe and rail products manufacturer Interpipe said a statistical error had led the EU to allocate an annual seamless pipe quota to Ukraine that was at least 30 percent lower than it should be under the EU's new steel trade mechanism.
Ukraine was allocated a total annual steel tariff quota of 1,049,960 tonnes across nine categories products in accordance with the new EU steel trade measure.
For the seamless pipe category, Ukraine received an annual quota of 80,670 tons. Interpipe argues that this allocation is based on incorrect statistics, saying that a significant share of Ukraine's exports to the EU during the 2022-2024 reporting period was not fully reflected in the data used to calculate the quota. The company said that as a result, the quota allocated to Ukraine for seamless pipes is at least 30 percent lower than it would have been if the correct data had been used.
The company also questions the implementation of the preferential regime
In addition to the statistical issue, Interpipe said that the implementing regulations do not fully reflect the preferential treatment for Ukraine provided for in the regulation adopted by the European Parliament on May 19, 2026.
According to the company, Ukraine was considered in the calculation of most favored nation quotas in the same way as the world's major steel exporters, including countries with documented excess non-market steelmaking capacity.
