JFE Steel and partners will create a common CCS infrastructure in the Mizushima Industrial Complex

The Japanese companies Sumitomo Corporation, Asahi Kasei Corporation, ENEOS Corporation, JFE Steel Corporation, Mitsubishi Gas Chemical Company and Mitsubishi Chemical Corporation have been selected by the Japan Metal and Energy Safety Organization (JOGMEC) to carry out design work on separation, capture, liquefaction of carbon dioxide, temporary storage and transportation facilities for the advanced capture and carbon Storage on Ships (CCS), according to a statement released by JFE Steel.

The project will focus on the Mizushima Industrial Zone in Kurashiki, Okayama Prefecture, one of Japan's largest industrial complexes, where large companies operating in the steel, chemical, automotive and energy sectors are concentrated. After their selection, six companies entered into a service agreement with JOGMEC to implement the project.

The project is part of a new initiative launched by JOGMEC in fiscal year 2026 aimed at reducing the costs of CCS projects related to maritime transportation. The initiative is aimed at creating industrial clusters in which several companies will be able to share infrastructure for the liquefaction of carbon dioxide, its temporary storage and transportation..

According to the companies, the Mizushima industrial complex includes several large carbon dioxide production plants, whose emissions are difficult to reduce solely through electrification or the use of renewable energy sources. As a result, CCS is considered as an important option to support the "green" transformation of the industrial complex.

Taking advantage of the concentration of industrial facilities in Mizushima, a cluster of six companies will conduct design and feasibility studies to create a production and distribution network. The CCS chain, in which the captured carbon dioxide can be recycled using joint equipment for liquefaction, temporary storage and transportation. They aim to reduce costs by using a common infrastructure and developing a decarbonization model across the entire industrial complex, rather than individual companies.

The Mizushima cluster is expected to ship about 3.43 million tons of liquefied carbon dioxide annually, which would make it the largest in terms of shipments among the CCS clusters currently under development in Japan. Within the framework of the project, six companies will continue to explore the development of the CCS business model based on Mizushima's industrial characteristics, while supporting the environmental transformation of the industrial complex.
