South Africa proposes to impose temporary customs duties on Chinese color-coated steel up to 28.11%

South Africa proposes to impose temporary customs duties on Chinese color-coated steel up to 28.11%

The South African International Trade Management Commission (ITAC) has issued a preliminary positive opinion as part of an anti-dumping investigation into imports of Chinese color-coated steel, recommending a temporary increase in duties from 8.79% to 28.11% for six months.

ITAC recommended duties of 8.79% for Zhejiang Huapu Eco-Friendly Materials Co., Ltd and 18.83% for new material Hefei HBIS Technology Co., Ltd and related manufacturer Suzhou HBIS. A weighted average duty of 13.81 percent was proposed for cooperating but not included exporters, while all other Chinese manufacturers and exporters will be subject to a duty of 28.11 percent.

Dumping has not been previously established against Yieh Phui (China) Technomaterial Co., Ltd, Tianjin Xinyu Color Plate Co., Ltd through two related exporters or Shandong Ruifeng Composite Material Co., Ltd.

Chinese import market share in South Africa увеличивается

The investigation was launched in December 2025 after an application was filed by ArcelorMittal South Africa and Safal Steel, which account for the entire volume of color-coated steel production in the South African Customs союзе.

According to ITAC, imports of the product under study from China increased by 51.3 percent from 51,205 tons in 2023. from the investigation period to 77,457 tons in 2025, which is 84.23 percent of the total imports over the last period.

The Commission concluded that dumping Chinese imports caused significant damage to the industry due to lower prices, as well as lower sales, production, profitability, and market share, capacity utilization, investment, cash flow, and return on investment. The dumping investigation covered the period from May 1, 2024 to April 30, 2025, while the damage assessment was conducted over the three years ended April 30. 2025.

The study covers painted, varnished flat rolled products made of cast iron or non-alloy steel with a width of at least 600 mm, classified as HS Codes 7210.70.20, 7210.70.30, 7210.70.40 and 7210.70.90.
