USTR is requesting information on whether CBAM puts American companies in an advantageous position. a competitive disadvantage or provides advantages over EU manufacturers or suppliers from third countries. The agency is also looking for evidence of additional regulatory compliance costs, changes in production processes, reduced market access, loss of sales, and employment impacts.
Submissions may include economic analysis, trade values, affected products, and recommendations for changing CBAM. In addition, USTR offered to comment on whether CBAM really constitutes a trade barrier and what enforcement measures, if any, might be appropriate to eliminate its negative impact on manufacturers and exports to the United States. The information gathered will serve as a basis for further interaction between the U.S. government and the EU regarding CBAM and the proposed expansion.
