The Korean Trade Commission of South Korea (KTC) has initiated an anti-dumping investigation into imports of seamless steel pipes and tubes originating in China, following a complaint filed by domestic steel pipe manufacturer Ilyin Steel.
The investigation will examine whether Chinese seamless steel pipes were sold at dumping prices and whether such imports have harmed South Korea's domestic industry.
The study covers seamless carbon steel and alloy steel pipes used in heat recovery steam generators, boilers, heat exchangers, pipelines, equipment and automotive components. However, stainless steel pipes and certain oil country (OCTG) pipe products, including casing, tubing, and drill pipes used in crude oil and natural gas production, are excluded from the investigation.
According to Iljin Steel, the company's market share of Chinese seamless steel pipes has steadily increased during the 2021-2025 study period, despite declining overall domestic demand. Meanwhile, the market share and supply volumes of South Korean manufacturers have declined significantly, while the company also cited deteriorating profitability and production conditions.
The KTC's preliminary investigation is expected to last three months from the start date, with extensions of up to two months possible if necessary.
