People’s deputies propose to allow enterprises of the mining and metallurgical complex (GMC) and the chemical industry of Ukraine in order to increase their competitiveness to attract loans to implement individual innovation-investment projects for state guarantees, Interfax-Ukraine reports.

The corresponding proposal is contained in the bill No. 6492 “On increasing the competitiveness of mining and metallurgical and chemical complexes”, published on the Verkhovna Rada website.

According to the document, modernization projects must comply with the requirements of the Cabinet of Ministers of Ukraine.

The government annually, when developing a law on state budget, should provide funds for the fulfillment of obligations on loans issued to the enterprises of the GMC and the Khimprom under the State Barant.

In addition, the authors of the bill propose to amend a number of legislative acts of the country.

The deputies advocate that until January 1, 2012, the company GMC and Khimprom, implementing modernization programs, do not fall under the norm, according to which they are required to pay fees for the consumption of energy resources in the amount of 200% of the cost of super-used resources for expanding fuel and energy resources.

The authors of the document also offer to free the enterprises from paying the customs duties for environmental equipment until September 1, 2012 and generally exempt from paying the value of the cost of metals and scrap waste with black metal.

In addition, it is proposed to send 70% of the funds from the collection for pollution of the environment for the implementation of environmental measures until January 1, 2012. “Provided that 70% of the funds from the collection for environmental pollution will be accumulated directly at enterprises, the attraction will be about 150 million UAH per year,” the explanatory note to the bill says.

In general, deputies predict that if the bill is adopted, a certain reduction in tax deductions is expected, but at the same time, investments in the modernization of production will increase. In particular, the chemical industry predicts the reduction in state budget revenues in the amount of UAH 0.5 billion, but more than $ 350 million will be invested in the modernization of existing industries. As a result, after the completion of investment projects at factories, annual revenues to the budget at the level of 300 million UAH will increase.
