Federal Law 44-FZ as amended for 2019

The law is intended to regulate relations aimed at improving the efficiency, effectiveness, transparency of state and municipal procurement. In short, its task is to prevent corruption at all stages of procurement, such as:

Consider 44-ФЗ with changes in 2019 , the first thing that touched on the innovation is e-procurement operations. Customers now need to use a number of procedures:

• Electronic auction

• Open tender in electronic form

• Two-stage competition in electronic form

From January 1, 2019, all customers must register in the register, and a public authority is responsible for maintaining this system. Acquisition of accreditation is facilitated - it is activated within one day after the customer enters the system. If the customer already has accreditation at state sites, then registration in the system must be completed within 2019.

A unanimous list of procurement participants will greatly facilitate the work of suppliers, they will no longer have to fill out the same declarations and attach a list of documents. With the new amendments to the law, the previously adopted amendments become invalid - Article 61 44 of the Federal Law, which spoke about the established procedure for electronic accreditation.

Starting from 2020, Article 62, which provided the procedure for maintaining a unified system of customers, will become invalid.

Control in the field of procurement, in accordance with this federal law, is carried out by:

• Federal executive body

• Internal financial control bodies

• Local governments

They exercise control over compliance with procurement requirements, rationing, determination and justification of prices, the application by the customer of measures of responsibility.

However, the law does not apply to the provision of services to international organizations.

The law was adopted by the State. Duma in March 2013, approved by the council 4 days after adoption.
