The production of wooden pallets in the USA and Europe is currently partially or fully automated. The best, with the greatest benefit, is the production using automatic lines. They automate production, first of all, in order to facilitate the work of workers, as well as to employ fewer people, moreover, it is not cheap in Europe.
In Russia, labor is cheaper, and you can often find production where boards are hammered together by hand. Naturally, in this case, the quality suffers, because the nails are hammered in with the head flush with the surface of the board, and the machine sinks the hats inside the board, which is much more reliable.
Pallets are produced differently, taking into account the needs of the customer, some have to be reinforced with additional strapping.
For the manufacture of pallets, special nails (wound) are used, since ordinary nails may not withstand, and the pallet will fall apart. The real situation is that pallets can be thrown, pushed in the warehouse, and this can lead to damage to the cargo.
Wooden pallets are made in different ways. In Russia, the cheapest method is used at sawmills, where 20-30 percent of the waste remains after the processing of round timber into the industrial forest. The waste goes to the manufacture of pallets, which are hammered together by hand with nails. These pallets are inexpensive but of poor quality.

Much depends on the quality of the raw materials used in the pallets. It must be a well-dried board, otherwise it may turn blue. Boards usually come in briquettes; there should be some space between the boards.
If the pallets remain in Russia, they do not require further processing, while when shipped abroad, the pallets undergo the necessary phytosanitary control. Therefore, pallets, or raw materials from which it is produced, are subjected to phytosanitary treatment or disinfectant solutions, or in chambers, at high temperatures.
