The Commission stated that the initial anti-dumping duties of 13.17 to 19.04 percent were imposed on January 13, 2016 for a period of five years, covering flat rolled products with a thickness of 0.15 to 3.00 mm and a width of up to 1,250 mm, and then extended for another five years.
According to the commission, the new complaint led to the launch of a bypass investigation aimed at slightly modified products - in particular, flat steel products in the same thickness range, but with a width exceeding 1,250 mm.
The Commission reported that its investigation led to an affirmative final determination, concluding that such changes were used to circumvent existing anti-dumping measures, thereby undermining their effectiveness.
Based on its findings, the commission stated that it had decided to extend the existing anti-dumping duties to imports of CR rolls and sheets with a width of more than 1,250 mm. The ministry stressed that this step is intended to prevent further circumvention and restore the effectiveness of trade protection measures.
