The U.S. Department of Commerce (DOC) has tentatively determined that countervailing subsidies are available to manufacturers and exporters of carbon and alloy steel wire rods (wire rods) from Algeria for the investigation period of January 1, 2025, through December 31, 2025.
The Department of Commerce has tentatively determined the net countervailing subsidy rate to be 73.33 percent. for SPA Algerian Qatar Steel (AQS), the only mandatory defendant, and 73.33 percent for all others. This rate is based entirely on available facts with negative findings because AQS was not involved in the investigation and the Algerian government did not provide the information requested by DOC. The DOJ will not conduct an investigation.
Because the US Trade Representative has determined that Algeria is not a country subject to the Subsidies Agreement, the US International Trade Commission is not seeking a finding of material damage in this investigation.
