The applicants calculated a dumping margin of 31.36 percent for 2025 by comparing adjusted export prices with domestic prices for 304 and 316 stainless steel in Hanoi and Ho Chi Minh City. The applicants also claimed that since 2024, the volume of Taiwanese imports of the goods in question from Vietnam has increased significantly. According to the statement, imported goods increased market share and were sold at prices below domestic prices, which forced Taiwanese manufacturers to lower their prices and, in some cases, sell products below cost. The applicants claimed that this had led to a loss of customers, a reduction in domestic market share, and increased losses to the Taiwanese stainless steel industry.

The dumping investigation period covers the period from July 1, 2025 to June 30, 2026, although this period may be extended if necessary. Taiwan's Ministry of Finance will investigate whether dumping took place, while the Ministry of Economy will investigate the damage.

The Ministry of Economy is required to submit a preliminary opinion on the damage within 40 days of receiving the application. If it is determined that the domestic industry has suffered damage, the Ministry of Finance will have 70 days to issue a preliminary opinion on dumping and decide whether to impose temporary anti-dumping duties.

Applicants are requesting retroactive anti-dumping duties

Applicants have also requested retroactive anti-dumping duties on imported goods imported during the 90-day period preceding the imposition of any temporary duties. Taiwan's Ministry of Finance will review this request when making a final decision on dumping.

Manufacturers, exporters, and importers wishing to participate in the investigation must submit an application to the Taiwan Customs Administration within 20 days of receiving notification of the case. Manufacturers and exporters who cooperate fully can receive individual dumping margins, while margins for companies that do not participate can be determined using the app and other available facts.
