The Russian government approved the draft budget for the period from 2017 to 2019, which provides for GDP deficits of 3.2 percent, 2.2 percent and 1.2 percent over the next three years. The draft is subject to minor amendments and will be submitted to parliament on October 28.
The project provides that in the near future, in 2017, the inflation rate will be 4 percent. To finance the budget deficit in 2017, the Russian Ministry of Finance plans to use funds from the reserve fund in the amount of 1.5 trillion rubles (more than 24.6 billion dollars). The reserve fund will be exhausted as early as next year as a whole. Almost 660 billion rubles ($ 10.4 billion) will be used from the National Welfare Fund in accordance with the plans in 2017. Both foundations finance a number of social programs.
Oil prices in the budget plans are taken into account at the level of $ 40 per barrel for three years. The Russian government returned to the practice of a three-year budget after it was formed in 2016 for only one year. The abandonment of the previous three-year plan system was due to the difficulties of forecasting, among other things, due to fluctuations in oil prices.
