The Novolipetsk Metallurgical Plant (NLMK) in court requires compensating for 3.2 billion rubles from the treasury of the city on the expense of tax payment. This is the amount that the plant overpaid for a plot of land where it is located. If the court decision is in favor of NLMK, then the city will have to suspend some social programs.
Despite the fact that 3.2 billion rubles are a majority of the city’s income, the city’s budget will retain its social orientation. About 700 million rubles are planned to be allocated for the construction of schools and kindergartens in the 28th and 29th microdistricts. A swimming complex will be built in the village of Matyrsky. Another 600 million rubles will be directed to the improvement of the city and the construction of new roads.
The city leadership hopes that the Novolipetsk Metallurgical Plant will not immediately require a full payment of compensation. This will maintain the city budget in 2013 in the same volume as this year. Otherwise, the lipetsk budget can be reduced by almost a third, which will negatively affect the implementation of social programs.
