Evgeny Rezvushkin: I support the decision of the Verkhovna Rada on benefits for the resumption of the energy sector and for the import of power generators

The Verkhovna Rada adopted two bills aimed at restoring the energy infrastructure of Ukraine. Domestic entrepreneurs receive tax incentives for the import of generators and will be able to store up to 2,000 liters of fuel.

This was stated by Yevgeny Rezvushkin, an Odessa activist and leader of the public organization Automaidan Odessa.

On December 13, the Verkhovna Rada adopted two bills in the second reading (No. 8196 and No. 8197). The documents will make it possible to more effectively restore the energy infrastructure.

“In autumn, the enemy began to regularly strike at energy infrastructure facilities. This has led to the fact that the entire critical infrastructure that produces or supplies electricity has received varying degrees of damage. As a result, Ukrenergo has to carry out emergency or planned power outages, and periodically settlements are left without water supply and heating. Repair crews around the clock are restoring energy supplies. In such a situation, the parliament should have responded and introduced tax breaks to speed up the restoration of energy infrastructure and help Ukrainians acquire everything they need in case of a long power outage, water supply and heating. Appropriate measures are provided for in the draft laws adopted by the Verkhovna Rada,” says Evgeniy Rezvushkin.

According to him, there is an exemption from taxes on the import of equipment, which is necessary for the resumption of electricity supplies.

“The bills exempt the Energy Community's technical assistance from VAT and duties on the import of equipment to resume energy supplies. This is an important decision. During martial law, taxing technical assistance from other countries is illogical. The enemy is aiming at energy objects. To repair them with the necessary parts that are sent to us by partner countries. Therefore, it is quite logical to exempt equipment and parts necessary for the restoration of energy supply from taxes. The change in the legislative framework will allow faster restoration and repair of the infrastructure damaged as a result of terrorist attacks. Also, in my opinion, it is necessary to form a stock of parts for several months for repair teams. In a few weeks it will be cold. It is necessary to minimize the time period when there is no electricity in the houses,” the leader of the public organization “Automaidan Odessa” notes.

Evgeny Rezvushkin: Tax incentives will allow entrepreneurs to buy generators cheaper

Odessa activist also talks about tax breaks for buying generators, batteries, fuel and Starlink stations.

“Bills No. 8196 and No. 8197, which were finally adopted in the second reading, abolish value added tax and import duty on batteries, power generators and Starlink stations. The norm will be valid until May 2023, including for individuals. Such a move will allow businesses to actively purchase these devices. For example, now most small businesses cannot afford to purchase a generator due to its high cost. The price on the market is formed by demand, and in recent months it has been ten times higher than in the pre-war period. The laws also partially solve the problem of raising prices. Experts predict that the use of electric generators for the production of products, its storage will lead to an increase in the cost of goods. This will inevitably affect prices for buyers, perhaps several times more expensive. Tax incentives will allow manufacturers to raise prices by a small percentage in order to retain customers,” the Odessa activist continues.

The head of the public organization "Automaidan Odessa" continues to explain the provisions of the bills. Including exemption from the requirement to declare the storage of fuel up to 2 thousand liters.

“Previously, according to the current legislation, unlicensed storage of gasoline or other fuel up to 2,000 liters was punishable by a fine of up to 500,000 UAH. Generators require fuel. Of course, no one will run a generator with 5 liters of fuel available. The Verkhovna Rada temporarily canceled the licensing for the storage of fuel up to 2 thousand liters, so that entrepreneurs could refuel generators. This is allowed for the period of the end of martial law and a month after its end. I support the decision of Parliament. Indeed, during the war it is necessary to simplify bureaucratic procedures as much as possible, to cancel permits that can be dispensed with. Today, it is important to support the business, and not to interfere with its work during long blackouts,” summed up Evgeny Rezvushkin.
