The officials of the European Union threatened to conduct new import duties on the import of a steel pipe from China to limit competition with the products of local manufacturers. European Commissioners will check Chinese manufacturers for the supply of steel pipes with a diameter of more than 16 inches (406.4mm) at prices below the cost, practicing the so -called dumping 1 .
The European Union is already applying restrictive tariffs for the import of Chinese steel and stainless pipes with a diameter of up to 16 inches. These duties, introduced in 2009 and 2011, were called upon to help manufacturers of the metal rolling in the eurozone, including ArcelorMittal and Salzgitter AG.
The new investigation will determine whether supplies from China will be limited and how much the dumping import of the EU metallurgical industry has influenced. ” This was stated by the European commission on February 16, 2013 in Brussels in an official communique. After nine months allotted for investigation, members of the commission will decide the issue of applying new import duties.
The investigation is carried out in connection with the complaints received in January of this year from representatives of the pipeline industry, which produce in the total number of more than 25% of steel pipes in the territory of the European Union, including pipes with a diameter of more than 16 inches.
TNVED codes fell for the investigation: 7304 19 90; 7304 29 90; 7304 59 90.
1 - DEMPing (from the English. Dumping - reset) - the sale of goods at artificially underestimated prices. Dumping prices are significantly lower than market prices, and sometimes even lower than the cost of goods or services. Dumping is carried out with various purposes: penetration or strengthening in the new market, crowding out competitors. The rules of the World Trade Organization (WTO) Dumping is prohibited. Dumping violates the rules of fair competition and entails the losses of local manufacturers. In world economic practice, in a number of countries it is customary to confront dumping by applying anti -dumping laws, the establishment of special anti -dumping duties. The state member of the WTO has the legal right to tax goods with anti-dumping duties, which are sold at prices below the fair and cause material damage to the industry of the importing state.
