The 10% duty, which was first introduced in 2024, has now been extended until the end of 2026 in accordance with the Decree of the Emir No. (117) of 2025. The measure continues to cover rebar and rolled products, including steel rods and rods.
By keeping the duty in place, Qatar is seeking to protect its domestic steel market, especially from the risk of aggressive import proposals from China, as well as potentially from Iran, although Iranian exports have remained limited recently due to ongoing domestic protests. Therefore, the expansion is seen as a precautionary measure to prevent sudden import pressures in the long steel segment. At the same time, Qatar is not only focused on meeting its domestic rebar requirements, but also strives to remain active in rebar exports, especially to selected Asian markets when competitive pricing opportunities arise, balancing domestic market protection and foreign trade flexibility.
