Vietnam's Ministry of Industry and Trade (MOIT) has announced a decision to apply temporary anti-circumvention duties on certain hot rolled steel (HRC) imports from China starting April 17.
Based on preliminary investigations, the ministry has determined that there has been circumvention of trade protection measures against large-scale HRC originating in China. The ministry said imports showing signs of circumvention are growing rapidly, harming domestic industries and reducing the effectiveness of existing anti-dumping measures. After the introduction of temporary tariffs, the ministry will continue to review the situation and conduct public consultations with relevant parties until a final decision is made.
The specified product is subject to an anti-dumping duty of 23.10-27.83 percent from July 4, 2025. The provisional anti-circumvention duty is set at 27.83 percent.
Earlier, local steelmakers Hoa Phat and Formosa Ha Tinh submitted documents requesting an investigation, alleging signs of circumvention of anti-dumping duties on HRC broadband steel from China and proposing to expand the scope of the duties. The documents were found to be valid in September 2025, as previously reported by SteelOrbis, before the ministry began an investigation on October 27, 2025.
