US has full sunset reviews planned for PC from 15 countries

The United States International Trade Commission (USITC) has scheduled full five-year (sunset) reviews to determine whether the repeal of existing trade remedies orders on prestressed concrete steel wire (PS) strands from 15 countries will result in continued or recurrent material harm to the U.S. industry for a reasonably foreseeable time. USITC's reviews include a countervailing duty (CVD) ruling on PCs originating from Turkey and an anti-dumping duty (AD) ruling on PCs originating from Argentina, Colombia, Egypt, Indonesia, Italy, Malaysia, the Netherlands, Saudi Arabia, South Africa, Spain, Taiwan, Tunisia, Turkey, Ukraine, and the United Arab Emirates.

On April 7, 2026, the USITC determined that responses to its the notice of establishment requires a complete review rather than an expedited one. The U.S. Department of Commerce (DOC) has already completed its AD reviews by releasing the final results of expedited reviews effective May 4, 2026, in which the Commerce Department found that rescission of AD orders would likely result in the continuation or recurrence of dumping. The USITC's full review concerns domestic industry harm.

USITC will hold in-person review hearings beginning November 19, 2026. USITC has determined that the reviews are extremely complex and has extended the review period to 90 days.

February 1, 2021, the DOJ issued AD and CVD orders following USITC's favorable findings. The PC industry in question is classified under Harmonized Tariff Schedule of the United States (HTSUS) subheadings 7312.10.3010 and 7312.10.3012.
