The Australian Trade Remedies Commission (ATRC) has recommended a zero dumping margin for Indonesian rebar producer PT The Master Steel Manufactory (Master Steel). The proposal follows a review of anti-dumping measures on the company’s imports and still requires government approval.
In its final report, dated October 1, 2026, the commission proposed replacing the existing combination duty with a floor-price mechanism. Under the proposal, duties would apply only if Master Steel exported rebar to Australia below the established normal value, expressed in Indonesian rupiah. Other exporters currently face a provisional duty rate of 9.3%.
The accelerated review began on July 15 after the company applied on June 23, 2026. Master Steel sought an individual assessment, saying it had not exported rebar to Australia during the original investigation period and qualified as a new exporter.
The commission examined the period from April 1, 2025, to March 31, 2026. Master Steel made no rebar shipments to Australia during that time, but sold comparable products in Indonesia. With no export transactions to assess, the ATRC set the export price equal to the normal value calculated from domestic sales, resulting in a dumping margin of 0%.
If approved by Australia’s Minister for Industry and Innovation and Minister for Science, the revised measures would take effect retrospectively from June 23, 2026, the date of the company’s application.
