The United States International Trade Commission voted to expedite the lifting of its five-year countervailing and anti-dumping duties on China's stainless steel welded pressure pipes. As a result, the Commission wants to determine whether the cancellation of these fees will actually lead to continuation or renewal of pecuniary damage in the foreseeable future.
Under the Uruguay Round agreement, the US Department of Commerce is obliged to revoke anti-dumping or countervailing duties after five years. The interested parties turn to the commission, which discusses the possible consequences of the cancellation of these measures, to provide relevant information. In general, within 95 days, the Commission will decide on an adequate or inadequate level of interest in a complete revision of the issue.
The US Commerce Commission conducts a full review of the matter, which includes public hearings and questionnaires. The commission as a whole must decide on the holding of hearings and further investigative actions at an accelerated pace. Plenipotentiaries draw conclusions based on available evidence, including preliminary data derived from responses collected by officers using information provided by the Department of Commerce.
All six commissioners concluded that the response from domestic production was adequate and the protest of a group of respondents was insufficient, so they voted to expedite the withdrawal of anti-dumping or countervailing duties on welded stainless pipes from China.
