Ukrzaliznytsia gave wagons a little -known company for rent at a price below the market

According to Ukrzaliznitsa, the correspondent of the Kommersant Ukraine newspaper, the decision to rent wagons for rent at a low price is due to the lack of funds from the monopolist for the modernization of rolling stock. “We transfer the business wagons to business at a price below the market. This allows the investor to pay off investments and earn wagons on the operation of wagons,” said Yuri Merkulov, head of the Main Commercial Department of Ukrzaliznitsi.

In this case, the investor was the company Energo-Invest, information about which the correspondent of the Kommersant Ukraine newspaper could not be obtained from open sources. It was possible to talk with the director of the company's railway direction Andrei Zaprudsky, who stated that his company was mining coal and acting as a carrier of goods. The main consumers of Energo-Invest products and services are Arselor Mitall Krivoy Rog, DTEK and Interpipe.

As the representative of Kommersant Ukraine managed to find out, the contract provides for the cost of renting one car from 126 UAH excluding VAT per day. The tenant undertakes to carry out major repairs of wagons at his own expense. The tenant has his own repair base that will repair the received wagons and additionally earn at least 50 million UAH.

Energo-Invest recently received at the disposal from the Darnitsky car repair plant the first 750 half-wagons that worked out their term and subject to major repairs. In the Darnitsky car repair plant, the correspondent was informed that the cars were transferred for a period of six years, the competition was not held, since only one application was submitted to it. “Therefore, in the end, we did not hold a competition, but immediately concluded an agreement with the applicant,” said Natalya Osadchay, head of the DVRZ Operation Department.

Such disinterestedness of other companies in earning 50 million UAH is explained by experts by the lack of their own repair base, without which for some reason they became not interested. However, according to other experts, this kind of production base will cost no more than 20-30 million UAH. Therefore, such indecision is not clear to the end of the rest of the companies.

The largest Ukrainian private cargo carrier by rail - LemTrans said that they were interested in exclusively “high -quality updating” of the carriage park and therefore the company acquires only new wagons, without run. By the way, until the end of 2012, LemTrans plans to purchase 5 thousand new wagons.
