The Eurasian Union of Subsoil Use and the Platform Center Platform published a report on the state of the RMZ market in the country and scenarios of its restart.
, Russia is included in the TOP-5 countries for the reserves of rare-earth metals, its share in world prey is less than 1%. In order to provide industry by domestic raw materials by 2030 and take up to 10-12% of the world market, it is necessary to triple production volumes and build a full technological cycle - from production to high -tech products. In the meantime, the Lovozersky deposit remains the only active object of industrial production of RMZ in the country, and it is part of the Rosatom State Corporation contour.
The report named eight main barriers:
- the extremely low involvement of resources in the economy;
- the lack of deep processing and technological continuity;
- the export of concentrates abroad, the almost complete absence of processing capacities;
- point and fragmentary state support;
- personnel crisis and aging of specialists;
- weak internal demand and lack of anchor projects;
- an unbalanced structure of consumption (catalysts and glass - 80%);
- dependence on China as a monopoly player that controls prices and chains.
the proposed solutions:
Creation of state reserves of the RMZ for stabilization of the industry;
tax stimuli, subsidies and the restoration of the survey capacities (including Lovozersky and Solikimsky GOKI);
Inventory of economically recovered reserves;
involvement of technogenic and alternative sources in the circulation;
Creation of demand through state defense systems, electronics, magnets, batteries, aircraft industry;
international partnerships with India, countries BRICS and Yuva;
complex Strategy: from production to products with high added value.
