EURANIMI calls for predictable and transparent rules for the protection of steel in the EU before the end of 2026

As the current EU steel safeguard measure approaches its expiration date in June 2026, the European Association of Importers and Distributors of Non-Integrated Metals (EURANIMI) is calling on the European Commission to establish a transparent and predictable structure. The Association emphasizes that the new rules should protect competitiveness, provide legal certainty, and avoid repeating past mistakes in trade policy.

Basic requirements of EURANIMI

Predictability and uniformity

EURANIMI insists that any substitution should be applied uniformly in all 27 EU member states. Businesses should have clarity at the time of purchase, backed up by sufficient adaptation time before implementation.

Closing loopholes

The Association emphasizes that current exceptions, such as the exclusion of the plate, undermine the effectiveness of protection. EURANIMI calls for the elimination of such loopholes.

Current rules of origin

EURANIMI strongly opposes the "melt and pour" requirements, describing them as unverifiable, susceptible to fraud and incompatible with the principles of the World Trade Organization (WTO).

Stainless steel: already well protected

Stainless steel accounts for only three percent of EU consumption, but it is already covered by 10 separate trade protection measures. With the entry into force of the Carbon Boundary Adjustment Mechanism (CBAM) in January 2026, imports of carbon-intensive stainless steel will face hundreds of euros per year.
