EURANIMI calls for a six-month grace period for stainless steel imports under the EU CBAM
As the EU Carbon Boundary Settlement Mechanism (CBAM) approaches the start date of January 1, 2026, the European Association of Importers and Distributors of Non-Integrated Metals (EURANIMI) has called on the European Commission to grant a six-month grace period for stainless steel imports. The organization argues that without this transitional relief, European SMEs located downstream risk facing severe cost pressures and supply chain instability.

Consultations and uncertainty

On August 28, 2025, the Commission launched three consultations covering the methodology for calculating embedded emissions, benchmarks and defaults, as well as rules for deduction for carbon prices in third countries.

According to EURANIMI, delays in finalizing these rules mean that importers lack reliable data to calculate CBAM costs, negotiate prices, or secure supply contracts for 2026. This uncertainty, the group warns, threatens the stability of the European stainless steel distribution network, especially for small and medium-sized enterprises.

Postponement versus release

While there are rumors of a delay in the fiscal phase of the CBAM, EURANIMI points out that a delay would require changes in EU legislation, which is an unrealistic scenario. The Commission has already confirmed that the January 2026 date remains in force.
