EU opens CBAM consultations on emissions calculations, free allowances and carbon price deduction

The European Commission has announced that it has launched a new consultation process to gather feedback on important aspects of the Carbon Adjustment Mechanism (CBAM), which will enter its financial phase in January 2026. This initiative is part of an ongoing effort to simplify CBAM regulation, increase cost-effectiveness, and provide greater clarity to businesses. The feedback window will remain open until September 25, 2025.

The consultation invites submissions on determining how to measure carbon emissions embedded in CBAM products, rules for equalizing CBAM certificates with free allocations under Emission costs (ETS).

Who is targeted?

The consultation is open to a wide range of stakeholders, including EU and non-EU enterprises affected by CBAM, competent national authorities and customs officials responsible for inviting compliance, third-party personal authorities involved in the carbon pricing scheme and academics, and researchers invited to review research and evidence-based data.
