Vietnam may launch an investigation against the Chinese HRC

On September 18, the Office of Trade Remedies of Vietnam accepted an application to consider whether the Chinese HRC with a width of more than 1,880 mm but less than 2,300 mm is evading existing anti-dumping (AD) duties. The request was submitted by local producers in Vietnam on September 10. The Ministry of Industry and Trade of Vietnam will decide to launch an investigation within 45 days from the date of the official acceptance of the case by the Office of Commercial Remedies.

On July 26, 2024, Vietnam launched an anti-dumping investigation into hot-rolled coils and sheets produced in China and India.

On July 4, 2025, the investigative body issued the final determinations. A positive conclusion was reached for China with anti-dumping duties ranging from 23.10% to 27.83% imposed on Chinese products for five years starting on July 6, 2025. The conclusion for India was negative, and therefore the investigation into Indian products was terminated without levying any duties. The price commitments submitted by Chinese exporters were not accepted.
