The International Trade Administration Commission (ITAC) of South Africa has announced that it has made a provisional decision not to impose temporary safeguard duties on imports of corrosion-resistant steel, despite confirmation of a recent and significant increase in imports and evidence of harm to domestic producers.
The investigation was opened on 25 July 2025 at the request of domestic producers ArcelorMittal South Africa (AMSA) and SAFAL Steel Pty. ITAC concluded that the increase in imports was sharp and that the South African industry was experiencing serious harm associated with the increase in imports during the reporting period from 1 December 2021 to 30 November 2024. Despite the confirmation of serious damage, ITAC determined that there were no “critical circumstances” that would justify the immediate implementation of temporary protective measures. Therefore, the Commission made a preliminary decision not to impose temporary protective measures.
The product in question is described as flat rolled iron or non-alloy steel, 600 mm wide or more, clad, plated or plated with aluminum-zinc alloys of 0.45 mm thick or more under codes 7210.61.40 and 7210.61.90, and flat rolled unalloyed or other alloy steel of a width of 600 mm or more, otherwise plated or covered with zinc of a thickness of 0.45 mm or more under codes 7210.49.40, 7210.49.50, 7210.49.90, 7225.92.45, 7225.92.55 and 7225.92.90.
