Egypt imposes final safeguard duties on imports of certain flat products

The Egyptian Ministry of Investment and Foreign Trade has announced the introduction of final protective measures on the import of certain types of flat steel products, namely HRC, CRC, HDG and PPGI, with effect from 1 April 2026 for a period of three years.

Periods of the measures:

• First year: 2 April 2026 - September 13, 2026
• Second year: September 13, 2026 - September 13, 2027
• Third year: September 14, 2027 - September 13, 2028

The decision was made after investigations and technical studies, conducted by the ministry, which confirmed that the increase in imports had caused serious damage to the domestic steel industry. The investigation found that between 2021 and 2024, imports of HRC increased by 116 percent, while imports of CRC, HDG and PPGI increased by 86 percent.

The final measures follow temporary protective measures introduced on September 14, 2025, which were in effect for 200 days. During this period, provisional duties were set at 13.6 percent for HRC, 11.11 percent for CRC, 12.16 percent for HDG and 4.94 percent for PPGI.

The government emphasized that these measures are part of a broader strategy to localize higher value-added industries, support industrial growth and exports, and maintain fair competition in the steel industry sector.

In accordance with the new measures, protective duties will be applied as follows, decreasing annually:
