The Brazilian Foreign Trade Secretariat of the Ministry of Development, Industry and Foreign Trade has published a positive preliminary anti-dumping decision on imports of hot-rolled flat stainless steel products from China, India and Indonesia, which concluded that the dumped imports have caused damage to the domestic industry.
The investigation was launched on June 30, 2025, following a petition filed by the domestic manufacturer of hot-rolled stainless steel Aperam Inox América do Sul S.

Although the estimated dumping margin is 50.1 percent for China, 17.9 percent for India and 25.3 percent for Indonesia, Brazilian authorities have decided not to impose preliminary anti-dumping duties at this stage of the investigation. The decision is explained by the complexity of the case involving the three sources investigated and the significant amount of information provided. The final decision of the Brazilian Ministry of Commercial Defense is scheduled for November 25, 2026.
