Ukraine has initiated an anti-dumping investigation into imports of rolled carbon steel with a coating from Turkey, Vietnam, South Korea and India after reviewing the relevant complaint, as well as the report and conclusions of the Ministry of Economy on the results of anti-dumping production, according to the report of the Interdepartmental Commission on International Trade of Ukraine.
The applicants, Modul-Ukraine LLC and Polistyle LLC, provided sufficient evidence that the imports were carried out in such volumes and under such conditions that they could harm domestic producers and pose a threat to them in the future. Local companies claimed that imports of these products from Turkey, Vietnam, South Korea and India were characterized by significant volumes and high growth rates both in absolute terms (4.5 times growth), as well as in relation to production (two times growth) and consumption (2.5 times growth) of similar goods in Ukraine.
In addition, based on the results of its review, the Ministry of Economy, Trade and Industry determined that the complaint contained sufficient substantiated evidence that the import of coated carbon steel flat products originating from these four countries could have been carried out at dumping prices. At the same time, the level of dumping margin cannot be considered minimal, and import volumes cannot be considered insignificant within the meaning of the law.
