The Mexican Ministry of Economy has initiated a review of the validity period of the anti-dumping duty on imports of hot-rolled steel sheets in coils from Russia, regardless of the sending country. The review will decide whether the duty should be maintained or allowed to expire. The measure was scheduled to expire on June 7, 2026.
The measure in question is a final anti-dumping duty of 29.30 percent, originally imposed on June 7, 1996, and renewed every five years since then.
The review was initiated at the request of Ternium Mexico. The review period is from April 1, 2025 to March 31, 2026, and the injury review period is from April 1, 2021 to March 31, 2026.
Products subject to review fall under codes 7208.10.03, 7208.25.02, 7208.37.01 and 7225.30.91. The ministry named three Russian exporters as possible interested parties: Severstal OJSC, Magnitogorsk Iron and Steel Works PJSC, Novolipetsk Iron and Steel Works OJSC. Stakeholders have 28 working days from the date of publication to present their legal interests and respond.
