The UAE has introduced a temporary ban on the export and re-export of ferrous metal scrap and waste paper in accordance with Ministerial Resolution No. 13 of 2026. The measure, which came into force on June 10, will be in force until October 8 and is designed to ensure sufficient availability of raw materials for domestic industry. The decision also allows for exceptions, subject to approval by the competent authorities.
Despite the new measure, market sentiment remained relatively calm. Market participants believe the regulation is unlikely to significantly change current trade flows, pointing out that scrap metal exports from the UAE are already subject to strict controls in practice. Instead, the focus is on how the exemption process will be handled and whether export permits will become more restrictive in the coming months.
