American metallurgists have warned the US Department of Commerce that China is circumventing anti-dumping and countervailing duties on cold rolled steel coils and corrosion-resistant sheet by processing in Vietnam.
California Steel Industries and Steel Dynamics Inc said, “We have clear evidence that China ships its product to Vietnam for minor processing and then exports finished stainless steel to the United States to avoid anti-dumping and countervailing duties. Therefore, the Ministry must determine which imported Vietnamese corrosion-resistant steels should be considered as subject to the duties on the Chinese product. ”
Imports from Vietnam stood at 8,686 tonnes in the first half of 2015, but rose to 51,018 in the second half of 2015. In the first half of 2016, Vietnamese CRC exports ballooned to 173,094.
US manufacturers claim that most CRCs from Vietnam are made from Chinese HRCs, and similar arguments were in their anti-workaround request for galvanized sheet imported from Vietnam.
“Anti-turnaround investigation can be slow and people don't understand the implications,” the trader said. Buyers can close orders for CRCs with Taiwan or Russia while the US investigates whether Vietnam is using China's HRC.
