Innovations in the legislation of Ukraine entering into force on January 1, 2013

According to the Minister of Justice of Ukraine Alexander Lavrinovich with reference to the data of the Unified State Register of Regulatory Acts, from January 1, 2013, the regulations of 2 codes, 52 laws, 36 assets of the Cabinet and the 1st Decree of the President come into force in Ukraine.

So, on the first day of the New Year, ten basic laws come into force:

“On the State Budget of Ukraine for 2013”, “On the State Land Cadastre”, “On Public Associations”, “On the approval of the national targeted program for the development of water economy and environmental recovery of the Dnieper River for the period until 2021”, “On Guarantees of the State regarding the execution of court decisions”, “On a national target program for the protection of the population and territories from extreme situations of a technogenic and natural nature for 2013-2017 ”,“ On Employment of the Population ”,“ On Emergency Medical Assistance ”,“ On Stimulation of Investment Activities in Priority Economics in order to create new jobs ”,“ On an economic experiment on state support for the shipbuilding industry ”.

In addition, individual articles or parts of two codes - the Budget Code of Ukraine and the Tax Code of Ukraine, as well as six basic laws - “On Culture”, “On the Regulation of Urban Planning”, “On Free Legal Assistance”, “On the Election of People's Deputies of Ukraine”, “On Administrative Services”, “On State Lottery in Ukraine”, come into force.

The remaining laws that come into force on January 1 make amendments to the current legislation.

So, the law "On Public Associations" entered into force. In particular, the authorities are required to register public associations within seven days and free. In addition, the law expands the possibilities of public associations to engage in commercial activities.

On January 1, the Law "On Emergency Medical Assistance" came into effect. According to the law, an emergency medical challenge is carried out for free, according to a single telephone number 103 or 112. Refusal to carry out transmission and adoption of calls is prohibited and entails responsibility.

In addition, according to the resolution of the Cabinet of Ministers of Ukraine, the standard for the arrival of emergency medical care brigades at the scene of the circulations that belong to the emergency category is 10 minutes in cities and 20 minutes in settlements behind the city’s line since the address of the operational dispatch service of the Emergency Medical Assistance Center and disaster medicine.
