EU extends anti-dumping measures against Chinese HDG for another five years

The European Commission has decided to maintain existing anti-dumping duties (AD) on imports of certain corrosion-resistant steels from China, particularly hot-dip galvanized (HDG) coils, at 17.2-27.9%, it has been published in a white paper. EU Magazine on Monday 11 March.
The duties were first applied in 2018 for a period of five years, Fastmarkets reported.
An expiration review was launched in February 2023 and concluded that harmful dumping would resume if the measures ended, Fastmarkets understands.

According to the Global Trade Atlas (GTA), the main export destinations for Chinese HDG were Thailand, South Korea, Vietnam, Brazil, Indonesia, Israel, Chile, Peru and Japan.

The average export price of Chinese HDG was 15% below the price prevailing in the EU market during the review period (February 2023 – March 2024).

In addition, shipping costs from China to Europe have dropped significantly over the period of the investigation, the Commission said.

“If the measures expire and the prices at which Chinese exporting manufacturers export the product in question to the [European] Union match the export price to third countries observed in the review, the level of dumping will be significant. "- stated the commission.

The decision to keep the AD duty in the range of 17.2-27.9% - depending on the supplier - for a further five years was announced in the Official Journal of the EU on Monday and will come into force on Tuesday 12 March.

The resumption of these measures on HDG imports from China was necessary to further ensure fair competition between imported and EU-produced HDG
