The Turkish Ministry of Environment, Urbanization and Climate Change has outlined the structure of its upcoming Emissions Trading System (TR ETS), releasing comprehensive information on monitoring, reporting and verification (IOP) results for 2024, as well as a methodology for benchmarks that will guide free distribution. The new structure focuses on ferrous metallurgy, one of the main sectors of the pilot phase and the main source of verified emissions.

IOP data and steel sector share

According to the Ministry's national IOP report, installations are grouped into three categories by annual emissions. Category A includes 408 sites with 5.45 million tons of carbon dioxide, category B covers 249 sites with 20.7 million tons of carbon dioxide, and category c consists of 133 sites that reported 249.8 million tons of carbon dioxide. Within the framework of this national structure, the ferrous metallurgy accounts for 107 installations and a total amount of carbon dioxide equivalent emissions of 33.3 million tons. This represents approximately 12 percent of Turkey's verified emissions, underscoring the industry's central role in the emerging carbon market.

The structure of the TR ETS: the pilot phase and the implementation phase

The TR ETS was developed in two phases. The pilot phase will take place between 2026 and 2027, covering installations that emit more than 50,000 tons of carbon dioxide equivalent annually. The pilot turns on the electricity
