The investigation was initiated after a petition filed by local manufacturers Nippon Steel Corporation, JFE Steel Corporation, Kobe Steel, Ltd. and Nakayama Steel Works, Ltd. alleging that these products from South Korea, China and Taiwan were sold at dumping prices, which caused material damage to the domestic industry.
Based on the results of the investigation, Japan will determine whether products were imported into the country at dumping prices and whether such dumped imports caused material damage to the domestic industry, and will decide whether to impose anti-dumping duties on products that are the subject of the investigation.
According to data published by METI, CRC imports increased from 830,818 tons in fiscal year 2021 to 874,353 tons in fiscal year 2023. Although it decreased to 804,355 tons between October 2024 and September 2025, the market share of imports in total domestic demand increased during this period. In addition, imports of HRC increased from 1,225,949 tons in fiscal year 2021 to 1,430,415 tons between October 2024 and September 2025. During these periods, the market share of HRC imports in total domestic demand increased.
The investigations are scheduled to be completed within one year.
