Six European industry associations, the European Cement Association (CEMBUREAU), the Association of European Ferroalloy Manufacturers (Euroalliance), the European Steel Association (EUROFER), the European Metals Association (Eurometaux), the European Aluminum Company and the European Fertilizer Association issued a joint statement welcoming the two-stage timetable of the European Commission for the publication of the Carbon Boundary Regulation Mechanism (CBAM).
This approach involves the publication of CBAM benchmarks based on the EU ETS benchmarks for 2021-2025 by the end of 2025, followed by the release of the final CBAM benchmarks derived from the EU ETS benchmarks for 2026-2030, after their development is completed early next year. The final values will be applied from January 1, 2026.
Ensuring transparency and industrial consistency
According to the associations, this two-step process will ensure the highest level of predictability for industries covered by both the EU Emissions Trading System (ETS) and CBAM.
However, the associations called on the European Commission to publish both final values. ETS and CBAM conduct tests without delay, providing clarity and stability for the business. They also called for the development of reliable tests to prevent potential loopholes.
