The memorandum of understanding between the authorities and metallurgists of Ukraine is prepared in the bowels of the working group and can be submitted for approval by the Cabinet of Ministers on April 24. Oyu reports UGMK.info with reference to an informed source in the government.
According to the report, the text of the memorandum is already being agreed upon in the ministries and, in the case of adoption in general, stabilizes the situation in the country's mining and metallurgical complex and will promote the modernization of domestic enterprises.
The memorandum should limit the growth of tariffs in state monopolies, namely, freeze the current prices for electricity and railway tariffs or their increase should not exceed 5 percent within a year.
The main innovation is the idea to leave 50 percent of environmental payments at metallurgical plants. According to the idea of the authors of the Memorandum, this money will allow enterprises to carry out technical re -equipment and modernization of production. In addition, it is planned to free domestic metallurgical companies from VAT and customs duties when importing equipment for modernization of capacities.
The authorities again promise to improve the situation with the return to the enterprises of the mining and metallurgical complex of value added tax. At the same time, according to the information of market participants, today the state debt to return VAT to the metallurgical enterprises of Ukraine is about 5 billion UAH.
In turn, the owners of enterprises of the mining and metallurgical complex of Ukraine must continue to implement the invested projects that have begun, as well as ensure the preservation of social guarantees, including not reducing the number of employees and the level of remuneration.
