President of Ukraine Viktor Yanukovych set the local authorities specific tasks for the revival of the cultural infrastructure of the village. “The creation of modern living conditions in the village in a social, cultural and spiritual sense is the first task for local authorities,” the head of state emphasized.
The government pays particular attention to the development and reform of club institutions, in particular, in rural areas, and the implementation of the “state target program for the development of the Ukrainian village for the period until 2015”. Indeed, in Ukraine, a third of the population lives in rural settlements. In Ukraine, more than 42 thousand cultural institutions operate, of which in rural areas - more than 22,000. Starting since 2009, an all -Ukrainian review -competition of club institutions in rural areas has been held. In the final stage of the All -Ukrainian competition of club institutions, it took place during 2012, 23 club institutions from 20 regions of Ukraine took part.
Problems of ensuring the proper functioning of rural cultural institutions, as well as state support for the provision of cultural services, residents of villages and small cities are resolved due to the implementation of the provisions of the Law of Ukraine “On Culture”. The law has been preserved benefits for cultural workers working in rural areas, as well as for pensioners who worked in the cultural sphere of the village. The level of remuneration of cultural workers is constantly growing. According to the State Statistics Committee of Ukraine, in 2012, the average salary of an employee of culture was 3140 UAH, which is 25 percent higher than in 2011.
The only free and most accessible to all segments of the population for the information and cultural center of the modern village today is the rural library. Almost 32 thousand libraries operate in Ukraine, all the main regional libraries have access to the Internet and are working on creating their own information databases.
Over the years of independence of Ukraine, the number of public libraries has decreased by 4005 units, including In rural areas-at 3518. The government developed an action plan for 2012-2015 to strengthen the material and technical base of the libraries, the creation of conditions for preserving the State library Fund, and to prevent reduction in the number of libraries, especially in rural areas.
The priority area of the Ministry of Culture in the library was the implementation of the Bibliomost program. As part of the program, about 1,600 public libraries will be equipped, more than 3,000 librarians are organized, as well as 25 training centers for librarians throughout the country.
