In early July, more than two thousand employees of the Italian Metallurgical Plant ILVA will go on forced leave for three months due to a reduction in demand for metal rolling and, as a result, lack of orders.
At the same time, production units stop. Already there is a line of hot rolling, a domain furnace No. 2 and metallurgical production is being prepared for a stop. The domain furnace No. 2 will not work for at least the next three months, and Domna No. 1 has been standing since the beginning of this year. The capacity reduction program also includes a transfer to the idle stove of the domain furnace No. 5 in the summer of 2014.
The company's management noted trade unions that the period of low demand and activity would be used to modernize the Domna No. 2 equipment and, in particular, to master the investment provided for by the government support program for the plant aimed at resolving environmental problems.
However, for the real implementation of ILVA managers, it is necessary to solve at least three problems: firstly, the degree of confidence of investors in the revival of the plant depends on the development of the situation on the market, and secondly, it is not known what consequences will be in the legal conflict in which there is a possibility of arrest on the company's property and confiscation of more than 2 billion euros, and the third depends on the development of parliamentary hearings and the appointment of the foreign manager on ILVA.
