After more than a decade of downtime, the reopening of the Otelu Rosu steel mill in Romania is gaining momentum as the domestic UMB Steel company continues to renovate the site. The plant has been idle since 2012, and it is expected to resume operations with a capacity of about 700,000 tons of rolled products per year. The project also marks a significant expansion of UMB's activities beyond infrastructure construction and steel production.
According to local media reports, the future production process is expected to combine the smelting of EDP from scrap with continuous casting and rolling. The planned product range will include rebar and other straight bars, compact coils and wire rod, making the project focused on construction-related demand. This is especially relevant given UMB's strong presence in the Romanian road sector and infrastructure, which could potentially provide additional output for some of the future production. Meanwhile, the remaining volumes may increase the availability of locally produced long products as soon as the plant becomes operational.
However, the actual return on new capacity will largely depend on market conditions at the time of the restart. Demand for rolled products in Romania remains relatively low, while consumption remains heavily dependent on progress in infrastructure and public investment. Despite this, the return of Otelu Rosu may become more relevant if project activities increase, both by increasing domestic supplies and by meeting future steel needs related to infrastructure development. At the same time, the EDP-based route may give the future plant some advantages in terms of energy consumption and emissions, as environmental requirements in the European steel sector continue to tighten.
